Simple Solution:

A metal cupcake pan provides an easy way to organize all sorts of small parts, such as screws, nuts, bolts, and washers.

And you can mount the pan under a workbench on two wooden cleats. Make each cleat from two pieces of ½-in. plywood. Stagger the two parts about ¼ in. to create a ledge.

Attach the cleats to the underside of the workbench, then slide in the cupcake pan.

The lip extending from each side of the pan will rest on the edge of each cleat.
